Public Authorities Pilot Case

Addressing future skills needs in the labour market of Greece and Cyprus

CHALLENGES

The skills mismatch in the pilot countries Cyprus and Greece is considered extensive. In Greece the economic crisis made things worse, as highly educated and skilled people found themselves unable to find suitable jobs; this, in conjunction with a substantial increase in overqualification led to ‘brain drain’ phenomena. In Cyprus the robust economic growth of the last 5 years, is expected to continue, but there are hiring difficulties among professionals, as there are very low across the occupations of ICT, business, administration, legal, science and engineering professionals that drive Cypriot employers in seeking to hire foreign workers in order to fill the job vacancies

IMPACT

The goal of this pilot is to provide the proof of concept of the SKILLAB platform on the societal and economic impact that will produce, by supporting more efficient labor and educational policies and bridge the gap between evidence and decision making.

It is positioned towards a societal-oriented goal, that aims to study how and at what level Greece and Cyprus follow a systematic approach to the identification of labour market needs and how they put forward strategies to promote skills for the effective uptake of such needs.

IMPLEMENTATION

The use case will assess through a cost benefit analysis the impact that the proposed solution will have to the skills anticipation process of identifying and addressing the current and future skills needs in the labour market, in order to avoid potential gaps between skills demand and supply and can help policymakers, employers, workers, and education and training providers to make informed decisions.

OBJECTIVES

To bridge the gap between evidence and decision-making by assessing the impact that the SKILLAB platform will have to the skills anticipation process of Greece and Cyprus (public bodies and organizations).

To present an added value for policy and decision makers at national (and even EU) level by enabling the labour market stakeholders to engage with evidence-based insights and make informed decisions.
